Report of the Committee of the Whole

Moved by Aid. Freeman and sup-ported by Aid. Fisher t h a t Com-
mittee of the Whole recommend to the Common Council t h a t the fol-
lowing resolution he adopted:
Whereas, in connection with the present bond campaign for more
w a te r mains and a new reservoir, it has been brought to the atten - tion of the Council by its rep re-sentatives on the Citizens Water
Committee t h a t there is a strong and widespread sentiment among the citizens of the city in favor of roftoning the supply and taking
the iron out of it, in addition to the stie ngthening cf the water distiiioution system and the fire pro-tection service; and
Whereas, various citizens haxe expressed the fear th a t if the pro- posed bonds for mains and reser-voir are voted now the question of
water softening and iron removal will then be ignored or indefinitely
postponed; and
Whereas, the Council has been advised and is convinced th at the
proposed new reservoir and the feeder and connecting mains now
a ;kcd for constitute the most pressing need of the water plant, but at the same time it recognizes t h a t the next most needed im- provement is the softening and re-
moval of iron from the supply; now, therefore.
Be it resolved, t h a t it will be the purpose and intention of the Council, as soon as the bonds for mains and reservoir have been ap- proved, or as soon as these most pressing needs have been otherwise provided for, to take prompt and effective steps to investigate the feasibility of installing a water softening plant and if the same is found advisable they will subrnit the question of financing its conr.truction and operation to a refer-endum of the qualified electors to a rra n g e for softening and remov-ing the iron from the present water
sun ply, and to adopt a program for developing additional wells in
future to meet the growing water supply needs of the City, so far as these objects may be found to be practicable and possible of achieve-
ment.
Adopted by all members present.
Respectfully submitted,
FRED C. PERRY, City Clerk.
